Essentially, the paint, since it is conductive, becomes the component you need to complete your circuit. Once you have a completed circuit, you can power just about anything! Well, in this case, it's confined mostly to small LEDs but the concept remains the same. The secret to this reaction is that all you need is a power source, which comes from the Touch Board, and a way for the electricity to flow to the LED. Normally, this means that there is an electrical wire involved, but not anymore! The paint becomes your conductor and can power the LED just like a wire would!
